MoDot On the Job 12 Hour Shifts, Slow Tough Going, Please Be Careful VIDEO REPORT
___________________________________________________________________________
COLUMBIA - When the snow began falling around 5pm Wednesday, it brought dangerous road conditions. At a rate of about one inch per hour, snow fell too quickly for crews to adequately clear it.
MODOT vehicles will be out in full-force all night in an effort to get the roads ready for the morning rush hour. Maintenance Superintendent Mike Belt will be out all night with emergency vehicles in case people need roadside or car-accident assistance. He said that, if you don't absolutely have to be out on the roads, stay home.
"Wear your seat belt, and of course we would encourage that if at at all possible, don't travel."
He also said drivers who have to be on the roads should make sure to leave enough brake room between other cars, and not to make sudden turns or stops.
Roads are snow covered and slippery. Use extra caution and budget extra time when traveling.
Light to moderate snow will continue to accumulate overnight and through midday Thursday in St. Louis and west before winding down Thursday afternoon. For areas south and east snow will continue to accumulate through Thursday afternoon...winding down Thursday evening.
Thursday night is when the big chill rolls in...with lows just above zero in the metro and below zero in outlying areas north and west of St. Louis.

SULLIVAN - A bet that led to "streaking" the new roundabout near City Hall landed KTUI radio personality John Rice in the back seat of a Sullivan Police patrol car. But it was all for fun and to raise much-needed funds for Meramec Community Mission. It all started when Rice and fellow radio personality Bob Cosgrove made a bet on the roundabout's completion date. .
Get Closer is Keith Urban's seventh studio album. Without you is the track 5 of the new album.
Lyrics:
I've loved you since the very first day
When I caught you looking my way
A smile and just knew it.
Aint open to you came along, no one ever my song,
Now its climbing with a bullet.
Its nice to have someone, so honestly devoted,
That when it's said and done, girl I hope you know that,
The travelling, the singing, it don't mean nothing without you
The fast cars, the guitars, they are all just second to,
This life, this love that you and I have been dreaming of, for so long
It'd all be as good as gone, without you.
Oh ho, without you, hey...
Along comes a baby girl, and a suddenly my little world,
Just got a whole lot bigger, yes it did.
And people that I barely knew, love me 'cos I'm part of you
Man I start to figure
How two souls can be, miles from one another
But still you and me, have somehow found each other.
The travelling, the singing, it don't mean nothing without you
The fast cars, the guitars, they are all just second to,
This life, this love that you and I have been dreaming of, for so long
It'd all be as good as gone, without you.
Without you, ohhhh ho ho
Without you I'd survive, but I'd have to have a notion
That I could live this life, just going through the motions
The travelling, the singing, it don't mean nothing without you
The fast cars, the guitars, they are all just second to,
This life, this love that you and I have been building up so high
It's never gonna touch the sky, without you.
Mmmm, without you
Without you, baby, baby, baby without you
Without you.

Kinder "American Idol" without Simon Cowell, Yawn, Stale Singing Show
__________________________________________________________________________________
What if they gave a talent contest and nobody judged?
Anyone interested in finding out could have tuned into Wednesday night's season debut of "American Idol."
The first time new gatekeeper Jennifer Lopez had to face the essential task of delivering less than sunny news, she threw up her hands and cried, "This is awful. I can't do this."
Even if a contestant had the voice of a deaf yak, she would simply look away, or default to a "deer-in-the-headlights" stare.
When called on to deal with a similar unfortunate situation, fellow newbie Steven Tyler would fashion a pre-set look of empathy and offer a canned suggest the kid plow a less daunting path.
Compared to these two, Ellen acted like a sadistic maniac.
Then again, "Idol" had to do something radical to beat new life into its tainted brand. Having lost their most distinctive voice (Simon's) they seemingly decided to stand out by offering a rebuke to his entire m.o.
Instead of stressing the judges' ability to - you know - judge, the show chose to emphasize their raw star power. Nearly every contestant entered the try-out room in awe, gushing lines like, to J. Lo, "I've looked up to you since I was 4," or, to Tyler, "Aerosmith is my favorite band."
But if the tone at the judges' table radically shifted, the rest of the show hardly lived up to host Ryan Seacrest's declaration at the start that "everything feels brand new."
In fact, everything felt old enough to have been preserved on kinescope.. Click Here to Read More.

26 States Join Law Suit Against Mandatory Health Care, ObamaCare
__________________________________________________________________________________
Jan. 18: Rep. Steve King, R-Iowa, speaks after accepting delivery of signed petitions demanding the repeal of 'ObamaCare' in Washington.
PENSACOLA, Fla. -- Six more states joined a lawsuit in Florida against President Obama's health care overhaul on Tuesday, meaning more than half of the country is challenging the law.
The announcement was made as House members in Washington, led by Republicans, debated whether to repeal the law.
The six additional states, all with Republican attorneys general, joined Florida and 19 others in the legal action, Florida Attorney General Pam Bondi said.
"It sends a strong message that more than half of the states consider the health care law unconstitutional and are willing to fight it in court," she said in a statement.
The states claim the health care law is unconstitutional and violates people's rights by forcing them to buy health insurance by 2014 or face penalties.
Government attorneys have said the states do not have standing to challenge the law and want the case dismissed.
Lawsuits have been filed elsewhere. A federal judge in Virginia ruled in December that the insurance-purchase mandate was unconstitutional, though two other federal judges have upheld the requirement. It's expected the Supreme Court will ultimately have to resolve the issue.
In the Florida case, the states also argue the federal government is violating the Constitution by forcing a mandate on the states without providing money to pay for it. They say the new law gives the state's the impossible choice of accepting the new costs or forfeiting federal Medicaid funding.
Florida U.S. District Judge Roger Vinson could rule later this month whether he will grant a summary judgment in favor of the states or the Obama administration without a trial.
Joining the coalition in the Florida case were: Iowa, Kansas, Maine, Ohio, Wisconsin and Wyoming.
The other states that are suing are Alabama, Alaska, Arizona, Colorado, Georgia, Indiana, Idaho, Louisiana, Michigan, Mississippi, Nebraska, Nevada, North Dakota, Pennsylvania, South Carolina, South Dakota, Texas, Utah and Washington.

Missouri Cheerleader-In-Chief Nixon Plan Targets Colleges, State jobs, Accounting Gimmick for Schools
__________________________________________________________________________________
Thursday, January 20, 2011
BY VIRGINIA YOUNG www.stltoday.com
JEFFERSON CITY • Universities would take a 7 percent hit, state government would eliminate 863 jobs, public schools would sign on to an accounting gimmick and tax scofflaws would get a second chance.
Those are a few of the ways Gov. Jay Nixon proposed Wednesday to balance next year's $23.2 billion state operating budget without raising taxes.
The governor, who styles himself as the state's cheerleader-in-chief, used his State of the State speech in a packed House chamber Wednesday night to accent the positive.
Noting that new unemployment claims are down and state revenue is on the upswing after two years of sharp declines, Nixon said Missouri's economy had "turned the corner" and was poised for growth.
"By fighting every day for every job, we are turning this economy around," Nixon declared.
However, more spending cuts are needed in the budget year that begins July 1 because Missouri has been patching its budget hole with federal stimulus funds, and they are drying up.
Nixon's proposal would make permanent about $270 million that he cut from this year's budget and chop about $300 million more.
One of the most painful reductions: a 7 percent cut, or $63.8 million, in aid to four-year colleges and universities and community colleges and technical schools. The schools are considering tuition increases to offset the cuts.
"We're anticipating that those tuition hikes won't be significant," said Linda Luebbering, Nixon's budget director.
Nixon contended that he was preserving this year's level of funding - about $3 billion - in aid to elementary and secondary schools, but that promise is contingent on an accounting maneuver.
The governor wants schools to hold onto $112 million in extra federal stimulus funding they are slated to receive this spring. Then schools would get that much less in the 2011-12 school year.
Still, the budget would fall short of fully funding the school distribution formula as legislators envisioned when they approved it in 2005.
Lt. Gov. Peter Kinder, who will likely challenge Nixon for the governorship in 2012, gave the Republican response to Nixon's speech. Kinder sharply criticized the governor for everything from Nixon's staff's salaries to his travel expenses to his hesitance to speak with the press.
But he agreed with Nixon's stance to balance the budget without raising taxes.

U.S. Silver Eagle 1 oz Bullion Coin Sales Near Record Levels in 2011

Silver Bar Shortages to Lead to Price "Tipping Point"?
___________________________________________________________________________Jan 18, 2011
Reports of shortages of silver bullion continue to grow. While there are no widespread shortages in this area and dealers with extensive supplier networks (mints and large refiners) are not experiencing difficulties sourcing bullion inventory, it would be wise to keep an eye on this.
Reuters reported shortages of 1 kilo gold bars in Asia last week. Sprott Asset Management reported that it was experiencing difficulty sourcing 1,000 oz silver bars. Sprott said they were concerned about the “illiquidity in the physical silver market" and said delays in being able to source physical silver highlights the “disconnect that exists between the paper and physical markets for silver."
Zero Hedge reported that Bullion Vault, the digital gold provider, had run out physical silver inventories in Germany (and possibly elsewhere) and was advising clients to buy silver from other sources.
Zero Hedge also reported yesterday that some smaller bullion dealers in the UK were having difficulty sourcing all silver bars and had delayed delivery of silver bars (including 1 kilo silver bars) until February.
This comes at a time when the US Mint has reported huge demand in the first two weeks of January for their very popular US Silver Eagle 1 oz bullion coins.
At about $33, €25 or £20 a coin, collectors and those seeking financial insurance have been buying silver in very significant quantities. The 2011 minted coins were first issued on January 3 and in just the first two weeks, 3.5 million coins were sold, according to numismatic web site Coin News.
In January 2009, the silver coins first topped the 3 million sales mark, with record sales totaling 3.59 million for the entire month.
If sales continue at these levels, that record should be surpassed this week. The all time monthly record of 4.26 million silver coins, which was set last November, is clearly in sight.
A recent report by analyst Adrian Douglas of GATA warns of forthcoming shortages of gold and silver bullion coins and bars, and that a “tipping point” will soon be reached that could lead to a COMEX default and a short squeeze which leads to much higher prices. Douglas himself has shown in Le Metropole Café how Comex silver inventories are shrinking and are not far from ten year lows.
The “bear raids” by the large concentrated shorts being investigated by the CFTC, are only leading to increased physical off-take. Indeed, the selling raids may be leading some participants on the COMEX (including large hedge funds) to take delivery or sell futures and buy bullion in allocated accounts.
None of the factors, in and of themselves, suggest that widespread shortages of silver (or gold) bullion are imminent in the immediate future. However, much circumstantial evidence suggests, especially the bona fide reports of difficulty in sourcing large silver bars, that the supply and demand balance in the silver market is very tight.
The more than 80% increase in the silver price seen in 2010 is not leading to an increased supply of silver but rather to a continuing and possibly increasing demand.
This is not surprising as silver is a byproduct of base metals and therefore its price increase will not have led to any material increase in silver mine production. This fact is known by most buyers of silver coins and bars and many of them continue to hold and add to their silver holdings in anticipation of much higher prices.
Silver at $50 per ounce and the 1980 adjusted for inflation price of $130 per ounce are conservative estimates for some silver enthusiasts. They have been proved right in recent years and the extremely delicate supply and demand equation in silver could see them proved right again in the coming months.
Since 2003, GoldCore have written research articles pointing out that the very small size of the silver bullion market would likely see its inflation adjusted high of $130/oz reached in the long term.
Interestingly, were gold to reach its adjusted for inflation 1980 price of $2,300 per ounce, and silver revert to its long term gold/silver ratio of 15:1 (geologically there are 15 parts of silver to every one part of gold in the Earth’s crust) then silver would reach over $150 per ounce.
While this seems über bullish to those who know little about the silver market, some silver enthusiasts - and there are many - believe that in time, silver will be valued at the same price as gold as huge quantities of silver have been used up in industrial applications since the Industrial Revolution of the 19th Century and throughout the 20th Century and into this millenium.
In these unprecedented financial and economic times, it is important to have a long term perspective.
